The terms DoT and OSP stands for Department of Telecommunication and Other Service Providers. The OSPs means Telebanking, Telemedicine, Tele- trading, Tele-E- commerce etc. These service providers can use the infrastructure that was built for communication purposes.
The Company that wants to avail OSP licensing should use the Telecom infrastructure for the operation only from registered ISP that are valid under Indian Government Licensing system. Registration of OSPs and Telemarketers is done by the respective Telecom Enforcement, Resource and Monitoring (TERM) Cells (formerly known as VTM Cells) as per location of the OSP/Telemarketing Centre.

OSP License is a location based license. Therefore, if you have two branches of your company situated at different places, then you will need to obtain two separate OSP Licenses in order to conduct OSP operations.
Within six months of completion of the financial year, the OSP must submit “Annual Return” to the authority. The annual return must indicate the details of the activities of the previous financial year and the status of their continuing the OSP operation. Once the status is validated, the operational OSPs shall be put in the list of Active OSPs. OSPs who do not submit the annual return for consecutive three years will be marked as the dormant OSPs and registration will be cancelled after keeping it in a dormant list for two years. Such list would be made available on the DOT website.
